Willis, the insurance brokerage, risk advisory and risk management business within WTW, has released new research indicating that cyber insurance continues to provide significant financial protection against cyber incidents.

""In its latest report, Cyber claims in focus – getting value from cyber insurance, Willis found that insurance covers more than 95% of average data breach losses and 90% of average first-party losses. The study analysed 5,500 cyber claims from 95 countries between January 2013 and January 2026, encompassing approximately USD $1 billion in insurer payouts.

According to Willis, data breaches remain the most frequently reported cyber insurance claims, with malicious breaches accounting for the majority of incidents. The company’s findings show that ransomware attacks continue to generate the largest financial losses, primarily because of the operational disruption and lengthy recovery periods that often follow an attack.

Willis also noted that third-party suppliers are contributing to an increasing share of cyber losses, while incidents involving a single vendor affecting multiple organisations continue to present a major systemic risk.

The report found that the average ransomware incident lasts 25 days and results in losses of USD $5.3 million. Willis also reported that the largest individual ransomware-related loss has now surpassed USD $500 million.

While artificial intelligence has not yet emerged as a distinct category of cyber insurance claim, Willis said the technology is increasing risk levels by enhancing existing threats such as social engineering, deepfake-enabled phishing campaigns and ransomware attacks.

Willis’ analysis showed that attacks targeting organisations directly account for 58% of ransomware notifications but are responsible for 95% of associated costs. In contrast, incidents linked to third-party vendors make up 42% of notifications while accounting for just 5% of total losses.

The company identified business interruption and ransom payments as the two most significant cost drivers in ransomware events. Average ransom demands have risen to US$3.8 million, while the average amount ultimately paid stands at USD $1.5 million.

The report also highlighted the growing role of third parties in cyber losses, with external organisations responsible for nearly 50% of data breach losses and 29% of first-party losses.

Willis further pointed to pixel-tracking litigation as an often-overlooked cyber insurance exposure, noting that some claims have resulted in considerable losses across the broader cyber insurance market.

Alongside its claims analysis, the report includes sector-focused insights covering financial services, healthcare, transportation and manufacturing.

Peter Foster, Chairman, Global FINEX Cyber and Cyber Risk Solutions at Willis, added: “Cyber insurance cover varies widely, which is why organisations must understand what they have in place and ensure it aligns with their risk exposures. When cover doesn’t reflect reality, organisations risk critical gaps where protection is needed most, while paying for cover that offers little real value.

“To get the strongest value from cyber insurance, consideration must reflect the claims patterns seen across the market. Our analysis of claims and loss data provides hints to understand how cyber losses occur and what that means, helping organisations to prioritise the most material scenarios and design coverage around these realities.”
